Finland: new rule since 1 January 2026

In Finland, responsibility now lies with the building owner.

Under Finland's amended Rescue Act (pelastuslaki), since 1 January 2026 the building owner, not the occupant, has been responsible for acquiring and maintaining smoke alarms in residential buildings. Rules differ by country: in Germany, for example, smoke alarms are required by the building codes of each federal state, and who must maintain them varies by state. Check the rules that apply in your country.
